Is AMTA removing points after a tournament a first?

I know the mechanism for removing points has been in place for a while, but does anyone recall another instance when it was used? According to Williamsburg tab summary, a team was deducted points for a CIC violation.

yeah last year at new rochelle orcs maryland lost a bunch of points in their 4th round against nyu (presumably for inventing). maryland got their bid revoked and was replaced by nyu at nationals

Oh wow that went under the radar, not referenced at all on the sanctions page and no memo explaining like the recent CIC one. Wonder what happened there. How are they deciding the amount of points to deduct in these situations? Just subtract direct score of witness they think is inventing?
